Background: Cumberland Valley School District operates schools within Silver Spring Township, which is required by law to develop a comprehensive stormwater program to comply with stormwater permit requirements issued by the PA Department of Environmental Protection. Stormwater runoff is generated from rain and snowmelt events that flow over land or impervious surfaces, such as paved streets, parking lots, and building rooftops, and does not soak into the ground. The runoff picks up pollutants like trash, chemicals, oils, and dirt/sediment that can harm our rivers, streams, lakes, and coastal waters. Cumberland Valley School District’s developed properties contain impervious surfaces that contribute to the generation of stormwater runoff.

Silver Spring and Hampton Townships have recently implemented a stormwater impact fee for all developed properties to help pay for its stormwater management programs. Fees for developed property are based on total impervious surface —those surfaces that do not soak up and infiltrate rainwater and potentially send runoff to nearby streams. As a large property owner with many parking lots and building rooftops, the fee impact is significant.

The District is receiving educational credits with the implication of the posting and distribution of approved Stormwater posters and flyers to help educate the entire student body, the teachers, staff as well as parents on stormwater impacts in our community. The intent of the materials is to help educate on the “importance of surface water, ground water, and stormwater resources and how they can play a role in preserving and restoring the physical, chemical, and biological integrity of our water resources.” Take-home materials can help schools meet this requirement. This memo provides stormwater education resources for grades for K-12 at Cumberland Valley School District.
